Menold Bezler advises City of Ulm on pilot project for awarding an infrastructure project in partnering procedure
Menold Bezler advised the city of Ulm on the Europe-wide award of general planning services for a pilot project involving the modernisation of various structures along the B10 in the form of a partnering procedure. This is the first time in Baden-Württemberg that an infrastructure project of this size (totalling around 200 million euros) has been realised in such a partnering procedure. In the second step, the construction partner will be selected.
The reconstruction measures include, among other things, the demolition and replacement of the Wallstrasse bridge and the construction of a new tunnel to replace the bridge over the Blaubeurer Tor. The bidding consortium INGE, consisting of three engineering and construction offices, was awarded the planning contract. As general planner, INGE will prepare a functional performance specification in a first step. On this basis, the tender for the search for a suitable construction partner will be launched in July 2023.
The partnership-based procedure means that the general planner and the construction company work together at a very early stage. The know-how of the construction company thus already flows into the planning phase, which should save time and costs in particular.
Menold Bezler comprehensively advised the city of Ulm on the conception of the partnering model and the implementation of the general planner award in the form of a negotiated procedure with a competitive bidding process.
